Dell Inspiron 15Z 5523 Battery

Question

I have a Dell Inspiron 15Z 5523 with a new battery I did the cycle time of discharging it three times down to zero

But still when as seen below says fully Charged 100% but unplugged again see below shows only 50% available

what would be causing that?

No, it's a battery problem. On a system this old, it's likely going to be impossible for you to find a decent battery -- no one will pay what a good quality battery would cost for a system that's worth less than $100.

Is the battery from a 3rd party supplier? Have you updated the system bios? If not, try that to see if that will resolve the issue.

System Information says BIOS is 2.7 below is the information

The battery isn't holding a charge -- could be a bad cell or cells, or if it's a third party battery a bad battery controller.

If it's an OEM battery no matter how "new" it is, it's probably on the order of 8 years old -- this is a 2013 model system, and at most new batteries would have been made until about 2017. Cells age with time, so you may have one or more that's essentially dead.

Contact your seller for replacement under whatever warranty they provide.

will try and find a new one as my old one does that same thing plugged in shows 100% when unplugged shows 22-46% drop could that be a motherboard problem?
