Dell Inspiron 15 5565 manually re-flash Bios ?

ok here is the story I have a dell inspiron 15 5565 I put together   I put the ribbon (Video) in and saw a spark  then it powered on but I did not touch the power button  then I smelled something like it was burnt I believe the motherboard shorted out

So I found a parts one for 30.00 says in the ad  

This laptop powers on but does NOT boot.  Blink code indicates problem with BIOS, meaning it likely needs manually re-flashed. 

How easy is it manually re-flashed as I have never heard of that before as if it does not boot how to you manually flash the bios? and on mine will the video cable or screen cause a short on a motherboard?
