Hi
Please can you confirm the Make Model and OS, along with any configuration details like touch screen, backlit keyboard, SFF or tower etc etc.
Can you also report if the flashing has any pattern to it please?

More information - system model at minimum will help, but that flash pattern is a dead battery.
