CPU throttling
My laptop has been running at 0.55 GHz CPU speed when the base speed is 1.80 GHz. As the result, everything has been very slow. The loadings take so long and freezes all the time. I have tried everything. I deleted the old format and installed a new one again. I updated everything. And also, the CPU throttling problem persists whether with the battery adapter plugged in or not.

USE hwinfo and check CPU/GPU temperature. Let me know their temps? How old it is? It is under warrenty?

@BeastGamer13 CPU Package: Currently 42°C.
Core Max: Its maximum reached was only 42°C.
GPU (Integrated): The CPU GT Cores is at 40°C. I only purchased this laptop 6 months ago and it's Latitude 5340 <To protect you, your private information was removed from public view. All private data was saved to your private Case. DELL-Admin>

Check the condition of the battery (powercfg /batteryreport) and verify that the system recognizes its AC adapter (F2 at powerup to check).
