Can't log in Inspiron 16-5645 AMD

My computer is less than a month old and for some reason it won't let me log in.  It boots to a screen that looks like the log in screen with the date and a fingerprint picture above it.  The screen will not respond to any input, not even ctrl-alt-delete.  I have to press the power button to turn it off and after about 3 off-on cycles I will get a screen that allows log in.  I don't like powering the machine off with the power button so I've been putting it to sleep.  When it wakes from sleep it will accept my finger print.  I'm not sure this isn't the result of either a Dell or Microsoft upgrade.  Anybody else faced a problem like this?
