Can't boot windows after factory reset
Tried doing a factory reset on an inspiron 3501 using dell's boot menu.
After that, the laptop keeps in a restart cycle. It reaches the dell splash screen, stays there for a while, then restarts without booting windows, continuously. No error messages.
I have tried system diagnostic (doesn't find anything), and a couple of other resets, no luck.
bios version 1.27.1
I would appreciate any help on this.

Have there been any hardware changes from the original spec?
I expect you have done a HARD RESET?

@anne_droid Yes it was a hard reset. It wasn't supposed to have had hardware changes, however, upon checking the logs there is a message about a change in the amount of system memory from 2023. This is a company laptop, And it was in an employee's custody at the time.

Well if it was mine, I would be inclines to try several things, although in what order ????????
Attempt to reset the memory capacity.
Dis-connect the battery, do a hard reset before re-connection of the battery.
Use a 3rd party tool, like Paragon Partition Manager or Gparted and search for recovery partitions in the hope of pinning down the config file that checks the hardware.
Re-Install an OS from scratch. Even mount the storage in another device to clean it up.
Remove the storage and use a LIVE Linux Mint to prove it will still boot.
Refit the storage if it does and try a BIOS repair from a USB.
But only because it is mine to mistreat and batter into submission.
