No one can answer without knowing what you plan to use the system for. With anything at this price level, realize there are major compromises with an extreme budget notebook -- they do not have robust durability, longevity etc. If you need an inexpensive system for a couple to three years of use, either will work. If your buying for business or academic use, double or triple your budget, or if the budget is that tight, look for a good used business-grade notebook or a desktop system.

Well, between those two, it's an easy choice, as Ryzen 5 7530U is just a much better real world processor than i7-1250U. I had both, and found 1250U much slower in the real world with Win11 than the equivalent Ryzen.
But I'll second ejn63 cautio, but with more caution - I've bought a significantly more expensive, but still budget, Inspiron 7445 and rubber bits started falling off in under a year, making it quite inconvenient to use, and I found Dell support baffling, to say the least - see my experience here - https://www.dell.com/community/en/conversations/inspiron/inspiron-14-7445-2-in-1-rubber-feet-falling-off-lcd-dell-customer-service/699144cc4a0b5d1d031c806c
I've since read the hinge policy here too - https://www.dell.com/community/en/conversations/inspiron/dell-hingehinge-assembly-policy/647f9ce2f4ccf8a8de112369 - and it does seem that Dell allow themselves a lot of "discretion" in their warranty coverage.
So I'll add to ejn63's advice and say you need to be cautious - fundamentally, the two models you linked are obsolete, even the AMD proc is very old, as is the 12th gen Intel, which was never very good to start with - and the build is extremely budget, so the only reason they sell for what they do is the Dell brand, which may or may not be worth it...

Yeah, what they said ... additionally ... Google says FHD is only 1080p ( like a 16:9 aspect one would be 1920x1080) .
On a 15in laptop, (where your face is very close to the screen) you instead want a DPI/PPI closer to the resolution of a smartphone (or even an iPad and/or Retina-class). Like at least 1440 (2K) but really higher like closer 4K.
You can always tone-it-down a bit with Windows-Scaling.
Oh wait, $300-$500 is your budget? Nevermind ... I thought you wanted something nice and usable for real-work and wanted to keep it a while.

I have a cheapo 15.6' Thinkpad in FHD and find that it's just fine, not grainy or anything - it's really just the same pixel density as a 32 inch 4K display which a lot of people, including me, use just fine... Of course it's nice to have 2K and above on a laptop, but I don't think it'd be possible in a new laptop for $500 would it?
So I think FHD is just fine in this budget, it's more the pretty old processor options, the 12GB only of (likely soldered on and not upgradeable) DDR4, which, these days, it's not really great for Win11, and the general build quality and that FDH will not be that good either, but... a budget is a budget, we've all been there...
Screen resolution aside, which it'd be hard to get anything better than FHD/FHD+ for the budget mentioned, but if something can be had within that budget with at least 16GB RAM and a bigger SSD, it might be a bit more usable for a bit longer, build quality aside...
