So how does your W11 normally boot?

VIA a network or from the local SSD/NVMe/HDD?

If over a network, what server or device are you using?

Can you try and boot F8 Safe Mode?

1. As the computer starts to boot, repeatedly tap the "F8" key. It's crucial to tap the key frequently, as holding it down may not work. You should start tapping as soon as the Dell logo appears and continue until the Advanced Boot Options menu appears.

Choose to boot without networking initially,and if successful, reboot F8 and try network option.

So did you try F8 at all.

Make a USB with Windows 11 on it to install W11. AND plug it in.

I think the BOOT sequence in the BIOS is either wrongly ordered, or more likely the Storage Device that you boot from has failed.  

Just repeating the error message does not help.

Try some of the things I have suggested.
