White blinking lights, no orange or yellow

My computer just went black yesterday, the power button is flashing WHITE only, and will not boot up.  I have already tried disconnecting everything, unplugging power cord then plugging back in.  Nothing will bring it up!!  I have tried hitting F2 several times as well, but I do not think the computer is recognizing the keyboard?  It is the dell adapter that came with it and nothing wrong with it.  I have an Inspiron 5400 AIO

Are you seeing the blinking LED in your vid on bottom edge of the PC's screen? It's certainly not the PC's power button which is #1 in this image from the Setup Guide:

I suspect you're looking at the HDD activity LED, which blinks whenever the drive is being accessed and goes out when HDD access stops.  So look directly at the power button (#1) for color and blinks.

Did you accidentally press button #2, which changes the source of video signal sent to the built-in display? If you pressed it which changed it to use an HDMI signal from an external source (eg, game box, DVD player, another PC), the screen will be black because no external video source is connected. So power on and then press #2 and see what happens. 

You can also test the built-in display. With PC off, press/hold button #2 and press button #1 to turn PC on. The display test pattern should appear on the screen.

How do you know there's "nothing wrong" with the PC's power adapter?

Thank you for your response, we had it sent to a computer repairperson and they said it appears to be an issue with the main processing board and the hard drive is frozen too.

Has Dell's warranty expired?

Frozen HDD?  The HDD activity light blinks on/off, as it should, so that makes me a little skeptical about a frozen HDD diagnosis...
