I heard that my Dell can't be upgraded to Windows 11; that I have to buy a new computer. That's not true then?

It uses a 9th generation CPU, so it does have Windows 11 support at least for now (the current rumors are that Microsoft will push the CPU floor to the 11th generation sooner or later, but for now, your system will fully support Windows 11).

The upgrade itself is free, but no - Dell doesn't do the installation. Any local computer shop can, if you don't want to do it yourself though (and that's far less risky than shipping the system to Dell would be).

@ejn63 - thank you! so next question. Can this be done remotedly by a Dell Tech or do I have to take the computer to a service shop?

Dell won't upgrade the system for you -- and as above, no you don't even need to take the system anywhere. You can easily do the upgrade yourself.
