Default 5680 Dell psu is 460w

https://www.dell.com/support/manuals/en-us/inspiron-5680-gaming-desktop/inspiron5680_setupandspecs/power-ratings?guid=guid-f52c78ac-d0c5-4917-abbe-37dc30be861e&lang=en-us

it is also used in XPS8930 and Aurora R7/R8.  If your video card need more power you can upgrade to Dell 850w psu or standard reputable brand ATX 24/4 pin psu.

CPU is coffee lake.  Dell has released bios update for 5680, so if you update bios to latest version it can support Intel 9th gen cpu such as i7-9700 or i9-9900

Vanadiel has sent an article on gpu upgrade to match i7-8700 etc.  a good gpu upgrade includes RTX 3080 or 3070 Ti or 3070.
