Trying to Upgrade C: drive in G5 5000

I have a Dell G5 5000 with a 1TB PCIe SSD

I cloned the drive to a WD_Black SN850X 4TB.

The WD drive shows up in the Bios but will not boot.

So I put the old SSD in a case and booted with that. The WD drive despite being in the tower and showing in the bios will not show up in disk management or diskpart or anything.

Is this drive just not compatible with a G5?

It's some what confused.  If the WD hardware is having issue and can not be recognized, you would not be able to clone it in the first place.  The issue is with your installation, and/or cloning process.

Capacity is not an issue, 4TB PCIe M.2 is being sold as compatible from reputable seller.

Besides a PCIe x16 slot, there are PCIe x1 and PCIe x4 slot on motherboard.  You could utilize it and install a PCIe adapter to hold 2nd SSD to have both old and new one in your system (just a suggestion).  That would help with the cloning process as well.

If no RAID being used, set your SATA operation mode to AHCI.

For cloning software, give Macrium Reflect free a try.
