RAM not showing up in BIOS

I have a Dell Inspiron 3250 PC which only supports up to 16gb DDR3L RAM with 2 slots on the motherboard. It shipped with only 4gb so I tried upgrading it myself. I have bought a stick of 4gb DDR3 RAM which says "Dual Voltage 1.35 or 1.5v" on the box so I assumed it will work as it is. But the extra memory is not showing up anywhere, not even in BIOS.

So far I have exchanged slots of the 2 sticks and reset BIOS by taking out the cmos battery. In any case only the old RAM is showing up.

Is it possible that I need to change some settings before it will start working, or is the product defective?

If the new RAM doesn't work by itself (without the original installed) in either socket, it's either incompatible with the system or defective.  Check with the seller or manufacturer about compatibility or warranty returns.
