Old hard drive as external hard drive

I removed the hard drive from my old Inspiron desktop to use it as an external hard drive. I am having problems deleting the program files using instructions I found online, which I now find suspect. Can anyone direct me to detailed instructions here on how to change the owner of an old hard drive? Thanks in advance!

In Disk Management, you delete all the existing partitions on that drive (be sure you know which drive is which first).

Then, create a single (Simple Volume) partition that occupies the whole drive. Format as NTFS and name it. That should be it.

Thank you so much for your response Tesla.  I'm wondering if there are step by step instructions available on this site. I haven't been able to locate any and being a civilian I need detailed guidance. Thanks.

while tesla is helping OP, what does it mean by "use it as an external hard drive"?  if it is really external, an HDD enclosure powered by separate power supply is usually needed.  perhaps OP means as a secondary HDD?

deleting program files?  does OP mean wipe the disk clean or just delete the programs installed on it.  wipe clean is preferred.

how to change the owner of an old hard drive means perhaps moving the hdd from old Inspiron (previous owner) to a new Dell pc (new owner), which does not mean a different human owner of the hard drive.

if what OP really just want to use the old hdd as a blank drive in new pc and is willing to lose everything on it (aka have it wiped clean), easiest is to follow tesla's disk management steps.

Search: Select Search, type Disk Management, then select Create and format hard disk partitions.

do not use internet video which is often hard to follow, follow this guide

Thank you redxps630. Sorry I wasn't clear. My old desktop had 1TB in the hard drive and I removed it to use it for storage mostly. I just want to remove the programs it had installed but only the administrator can do that. (I'm guessing I needed to have done that before removing it.) I will take a look at the link as soon as I get a chance. Thank you so much for responding.
