On some earlier Dell desktop models, a blinking amber light indicates the computer is receiving power, but a device might be faulty or incorrectly installed.  Since it happened right after you cleaned the RAM, you may want to check and reseat the memory modules again as it could be the cause of the issue.

Another indication was the difficulty you had with the modules installation.  The design of the DIMM slot and the memory module are foolproof, there is only one position will fit in.  Verifying that the knot of the memory module is lining up with the grove key in the DIMM slot before pressing it down and a fully inserted module should allow the RAM locks on both sides "clicked" in place.

Since this is an old system, you may want to replace the CMOS coin cell with a new CR 2032 battery.  Refer to your system service manual for proper instruction and taking safety precaution to prevent damage to motherboard.

If you are certain, your Inspiron 530 will take a standard ATX power supply.  Get a PSU with 140 mm depth and between 300w - 500w of power.  Purchase from seller whom offers easy return.

@Everest raccoon , click on the service manual link provided on earlier post.  There are several variant of 530 motherboard and chassis.  Follow the instructions for your specific system to replace the CR2032 coin cell battery first.  Battery life is about 5-7 years with AC outlet always plugged in.  Although it's a cheaply cost item, a depleted battery can cause many system issues, including unbootable.

After the coin cell replacement and memory securely installed, run test again.  If the issue is persisted and the system can not boot, then you replace the power supply.

However, the symptom you described of the fan running slow then stopped, it could be contributed by a faulty motherboard with bad CAP (capacitor)

Re: what should I do if don't work? Buy a new motherboard?

Because of the system age (probably 15 years), if you can not fix it with a minimal cost, consider to save your investment for a new(er) system that has plenty more life left in it.

Sometimes, we have to accept and let go of thing that already served its useful life.
