No administrator account when I launch a repair under Windows 10

Dell Inspiron 3656, Windows 10

Hi, I had a blue screen called "automatic repair" and I clicked "advanced options". Can't perform any repair because THERE IS NO ADMINISTRATION ACCOUNT. I checked a video to resolve the problem: Press UEFI firmware settings and find the "secure boot", But I can't change the option "enabled" and obtain "disabled" because the line is written in black color and not blue. (I can change the value ony where the options have a blue color:

So do you know if it's possible to change this option in blue? Thanks in advance.

Did you arrow down and highlight Secure Boot on that list to activate the settings options?

Don't think you need to disable Secure Boot, and even doing that isn't going to let you have an administrator account. 

Why did you go to that Advanced screen in first place? On previous screen there should be an option for Startup Repair. Have you tried using that?

"On previous screen there should be an option for Startup Repair. Have you tried using that?" Yes but can't try anything because the answer is always No administrator account. So it is forbidden to start a repair.
