It could be bad RAM module/s. Try one RAM module at a time. If that does not help then remove the CMOS battery and leave it out for 15 minutes. Reinstall it and then try again. Have you made any changes lately before the problem started such as adding RAM? Try removing all the RAM and see if the MB detects a no RAM situation.

I'd install a fresh battery after removing the current one as @JOcean suggested, if nothing else than to rule the battery out.

If the rest of the suggestions don't help, and this PC has an add-in video card, physically remove the card and connect the monitor to the onboard Intel HDMI port and see if it works now.  Don't leave the card  in the slot and simply move the video cable to the onboard HDMI port. The blink code might be reporting an error with RAM on the add-in video card...
