Inspiron One 2020, won’t recognize Bluetooth keyboard or mouse?

Have an old 2013 Inspiron One 2020 desktop. Turns on but won’t recognize Bluetooth keyboard or mouse. How to reactivate both so I can use it? Know it’s probably way out of date but plan to use it for a monitor for a remote WiFi camera.
