Inspiron 5680, unplugged but blinking orange light?

I have an Inspiron 5680 with win10. I can't boot the desktop after a power outage. I am quite sure the original power supply was burnt, so I replaced it with a 750w one. I also reinstalled the CMOS battery. But the strange thing is that with the desktop unplugged, the power button is blinking orange light. Does anyone know what happened?

After unplugging a power supply, residual power is still remain in some caps in PSU and on motherboard.  They will dissipate after minutes.

If you pressed power button right after unplugging power from AC outlet, there will be a couple amber blink but that's all.

Is it continuous amber blinking or is it a pattern, like 5 blinks <short pause> 5 blinks?

Other than mentioning the blinking orange light, you didn't say if it's working now.

If it's not working, don't just reseat the CMOS battery, but replace it with a new one.  If you're always unplugging it, then the CMOS battery is in use more.
