Inspiron 5420 AIO exit standby, keyboard vs mouse

I noticed that I can exit standby with 1 mouse click but it takes 2 keyboard clicks. I tried changing USB wake support in BIOS. Keyboard and mouse are both plugged into USB Smart Power connectors. The first keyboard click turns on the Numlock LED but it goes out again. Is this normal? Thanks.
