Inspiron 3910, HDMI, no 4K resolution
PC: Dell Inspiron i3910-7198BLU-PUS
Monitors: Dell 27" 4K S2722QC
Processor/GPU: Intel Core i7-12700 // Intel UHD Graphics 770
I am able to get 4K on one monitor (using the DP out port on the PC to monitor HDMI in), but only 1080p on the other monitor (using HDMI out on the PC to monitor HDMI in). The info in the processor/GPU spec sheet seems to indicate dual 4K output would be possible, or am I misunderstanding this? Is there a way for me to get a 4K resolution on both displays?

Resolution on external monitor limited to 1920 x 1080 using HDMI

Well, when I disconnect the fully functioning monitor, leaving only the subpar resolution, I still am not able to exceed a 1920x1080 resolution. Output, cord, and input specs all allow for 4K resolution easily for a single monitor, as you highlighted.

It doesn't say DUAL on the spec sheet
I believe its limited to single display only

That's interesting
you have 1 HDMI (1.4) and 1 DP (1.4) port on the tower
Monitors only have HDMI ports.
Which port is giving you issues. I am assuming the one using a converter cable,DP2HDMI
Interchange the cables between monitors and see if you can replicate the issue.
Update
: Intel's documentation only informs about a factory shipped processor and chipset. dell obviously makes customization in Firmware and has been known for Limiting Output. So contact Dell if you have a warranty and ask them to raise this to level 3.

Then Dell has once again limited HDMI output to FHD. Maybe to force users to buy a Discrete Graphics card.
Some users have reported Windows 11 upgrade fixes the issue, but if it's limited by firmware then it won't work. Monitors also don't support daisy chaining so you have no options.
1. Buy a discrete GPU
OR
2. Return the computer and order with a discrete GPU

Sorry, yes it would help if I expanded on the exact setup.
The functioning connection is DP (PC) —> HDMI (monitor) connected by a DP/HDMI cable (not an adapter, a single cable with DP on one end and HDMI on the other). This provides 4K resolution on each monitor — I have tested it on both.
The connection that is not providing me a 4K resolution is HDMI (PC) —> HDMI (monitor) connected by a high speed HDMI cable. This does not provide 4K resolution on either monitor, even when the other display is disconnected.
This part surprises me because unless I am mistaken, HDMI 1.4 out —> HDMI 2.0 cable —> HDMI 2.0 in should have no trouble providing a 4K resolution. At first I assumed perhaps the internal GPU was limiting the 4K display to one monitor when both were connected, but now having attempted to troubleshoot with just the one monitor connected, I cannot figure out why I do not have options for resolutions greater than 1920x1080 via the HDMI —> HDMI connection. I have attempted updating graphics and monitor drivers with no luck for additional resolution options.
