Inspiron 3847, not restarting

Hi all,

I am having a problem. It would be great if anyone helps me to solve it. I have a Dell Inspiron 3847, with 8GB 1333 Mhz single RAM, 500 GB Toshiba HDD and Intel core i5 4590. Computer works fine but whenever try to restart my computer by clicking on left bottom windows icon in task bar then clicking power then clicking restart, it shows restarting then it goes black after few seconds then it does not start and HDD activity light on front panel does not blink but power button shows white light. then i have to press power button to off my pc then have to click power button to turn it own. please help me.
