Inspiron 3674, not responding

NO PC told at all , Inspiron what? model,  2007 to now, 13 years of models diverse.

new coin cell first,  over 5 years old can fail , 7max is spec.

by RESET what do you mean?  (PCs have many forms of RESET)  not just one. ok?

Do  you mean reload he OS back to factory settings, (100%)

NO symptoms posted as to why you landed in the PATH/?

NO PC told no OS told,  13 years of PCs sorry can not guess them not me not ever.

or if BIOS works (does it)  do F2, power on hammer F2 read the first lines there and it tells you what PC you own.

• hardware reset, AC line cord pulled.?
• BIOS reset (F2, page click defaults)
• RTC NV RAM reset (clear_cmos)
• Rest BIOS passwords.
• Reset windows. ( w10 is an nice inline w10 to w10 refresh features, YAH)
• or just reset windows passwords. (and lots more inside windows, if in fact it is windows.?
• reset or better name Dell RECOVERY of OS. covered in your manual at dell.com RTM read the manual ?
• reload he OS fresh is  reset to using MS OS installer.

NO PC told , all we can do is answer in crude generic terms,
