Inspiron 3670 cannot start; stuck in repair loop

Machine turns on in diagnosis mode, starts repair; says cannot repair. Repeats. In f12 repair option says scan hardware - everything looks good. Startup scan - Everything back to normal. We successfully restored your computer to a working state. 
then it restarts to a startup diagnosis and “ cannot startup”
