Inspiron 3668 white power button no video no POST
so I know I got two bad 2400T and two bad 2133P ddr4 ram from Hynix. when tested in Optiplex pc immediately beeps and shows amber flash led.
yet in this 3668 no beep no amber, got white power button, but no video. no loud cpu fan either.
case in point: when cmos is corrupted, it does not behave to show it detects error in No POST situation. when I used good 2400T, connect power cord, cpu fan revs loud nonstop, press power button to shut down and press again, I got POST video.
this is the pc that would not shut down cpu fan when shut down in Win 11.

Did you test each slot, did you test each stick, or just one of them?
Did you clear cmos after inserting new sticks?
I would unplug power cord, remove the cmos battery, press&hold power button (case) for 10s, then leave overnight.
reinsert ram, reinsert cmos battery, plug in cord, see if it helps.
cpu fans not running "correctly" as expected is usually a psu issue.
