Inspiron 3650 with E145483 system board has no video on board or with card
I have this crazy problem with an Inspiron 3650 that has an E145483 system board showing no video ever but the board boots up like it is working. The fans come on, the hard drive spins up, everything SOUNDS normal but no video for either the on board VGA output or any 16X card I install, and I have tried about 4 different 16X cards to see if maybe it was an incompatible problem. Anyway no love and I am lost as I have never had a board do this to me, they are either totally dead or if they do work I can always get the on board VGA output to get started as least.
Any ideas?

these just mean the board can power on but does not mean the board can pass POST. No need to use video in x16 slot to test video. If the monitor and video cable are both tested working via another pc, or both were working very recently, the issue is onboard video port has no video signal out, which = No POST.
diagnostic steps are replaced CMOs battery w a new battery then use CMOs CLR jumper on board to clear CMOs. If after these still no POST, and no beep when you remove memory and then power on board, the board is bad.
PS E145483 is not a board part number and is not specific to 3650.

Thanks for responding with some suggestions. I had already changed the BIOS battery, I should have mentioned that but it did not help. Per your suggestions I did reset the BIOS with the jumper, no love. I then tried the without memory test to see if it beeps, it does not have an onboard speaker or pins to connect one, however I did see if I could hear something from the audio ports with headphone but nothing there either. I also removed the CPU and reinstalled it and the power cables, no love there either.
The Dell part number is CN-0C2XKD-70163-65H-OOZD-A01
The only indication I see at all is the power push button flashes two times then on for a long time short off and then flashes two times again non stop, with or without memory installed.
