Inspiron 3650 power issues

My 3650 won’t turn on and is giving me an amber light that blinks twice. Everything I’ve seen so far has suggested it’s a psu issue but I’ve tried 3 psus and it has the same result. I also when I click the button on the psu the fans spin at full force when otherwise they wont. I on the old mother board I had these issues to begin with but they were resolved with a method I do not understand or remember. It would then show solid amber which I was unable to resolve. I have replaced: ram, cpu, cmos battery, power supply, and hdd.
