Inspiron 3650, GT 730 2GB low profile not working

I just got one of these 3650 on ebay. I put this card in, the GT 730 2GB low profile, had to take the low profile bracket off though, and it's not EVGA, but Shenzen Bitland, anyways, it doesn't work. Both DP ports show no signal. Will verify on another PC.

What version of Windows?

What color is PC's power button and steady or blinking when there's no video signal? Count the blinks because that's an error code.

For starters, you probably should replace the motherboard battery. A dead battery can cause lots of strange issues. Remove the GT 730 GPU card after removing old battery and then press/hold PC's power button for ~30 sec (PC unplugged from wall). 

After installing a new battery, close up and connect monitor to onboard Intel Graphics HDMI port and see if video works that way. If not, you have a PC (or Windows) problem . If that works, reboot and tap F12 to open BIOS setup. Look for Secure Boot option. Assuming it's there, disable it, save the change and exit BIOS setup.

Power PC off and install GT 730 card. Close up and connect monitor to GT 730 card and see what happens when you boot now...

Besides RoHe's suggestions, you may have gotten a bad card.
