You can replace the hard drive with a 2.5" SATA SSD. No other drive type is supported.
For Windows 10, ensure you have at least 8G RAM as well.

Card, no. You must use a 2.5" SATA SSD.
As for Windows 8, the question is why? That OS has seen no security updates in years. Even Windows 10 is out of updates unless you pay for extended support.

You can replace and remove your storage devices with the official manual below.
View page 27 for 2.5" drives and page 32 for 3.5" drives.
https://dl.dell.com/topicspdf/inspiron-3268-desktop_service-manual_en-us.pdf
Additionally, Windows 10 has ended support and it is recommended to upgrade to Windows 11.

You've got a system that's worth $20-50 complete and working, with a CPU that does not support Windows 11. If you want to install Windows 11, it can be done, but only by bypassing the CPU and security checks. Even then you'll be manually updating it, as windows update will not work.
With the current price of RAM and SSDs, you're likely to find it less expensive overall to just buy a new (or newer*) system.
*Windows 11 requires a minimum of an 8th gen CPU right now (one generation newer than what you have), but Microsoft will be raising that to an 11th generation minimum within the near future, so that should likely be your minimum for any upgrade.
Around $250 will buy a used Optiplex 7090 with 8G or more RAM and a 256G SSD at this point -- add up the cost of a memory upgrade and SSD alone for your existing system and you'll spend that or more.

Optiplex 3080 is much less on ebay.
There's been reports of Win11 still receiving updates on unsupported PC's.
Use Rufus to bypass CPU and TPM checks.
