Inspiron 3030 / expansion card help

Hi, I got the ram all sorted back then.

I have another question.

I got this PCle expansion card which fits into the x1 slot. It's got a USB C gen 2 so I think it has 10gbps transfer speed which is what I'm hoping to accomplish to get the most out of my external Samsung t7 SSD.

I'm wondering is it safe to power this expansion card, which also gets power via SATA cable. But the SATA cable seems to be coming from the motherboard and not the PSU.

Is this safe?
