Inspiron 3020s chassis
I need to buy one chassis for an Inspiron 3020s (small form factor) desktop, the narrow model (approximately 3.5-inches wide by 11.5 inches tall). I have the power supply and the motherboard. Does Dell sell this item?

Not as a separate part, no -- you'd need to buy a complete system.
Try EBay - someone may be selling a chassis.
