Inspiron 20 mod 3043 Power Indicator LED

I'm hoping that this will be a quick, easy answer for someone who has/does own one of these critters:

I just replaced the smallish LED Power Status Indicator Light board and ribbon cable.

However, I have NOT been able to find out from ANY Dell manuals/guides when the LED is supposed to be lit.

Right now, the LED flashes quickly when the machine has finished(?) powering down, and when it is first(?) powers up.

It does NOT stay lit at any time, or flash at any other times.

Does this sound right?
