inspirom 3264 AIO doesn't powering on

Hello!

My old Inspiron 3264 AIO doesn't powering on, when pressing power button, nothing happens on the screen.
On power button amber light for 1-2 second, after it becomes white for 1-2 second, after turning off, and after nearby 10 seconds everything repeats.

Please help, uf you know this problem and have a solution.
