unfortunately there is no user evidence that Intel 7th gen cpu is supported by Inspiron 5459.  The chipset is 100 series which natively supports 6th gen cpu only.  It requires a bios update to run 7th gen cpu.  Dell has not updated bios.

even though the socket LGA1151 is c/w 6-9th gen cpu ubiquitously, the chipset and bios need to support cpu.

7700t is 7th gen, which is not natively supported by H110 chipset of 5459.

6700t is 6th gen, which is supported.

7th gen cpu (Kaby Lake) is natively supported by

200 series chipset on socket 1151 (Kaby Lake is compatible with 100 series chipset motherboards after a BIOS update

5459 is AIO with laptop style weak cpu cooler therefore 6700t is practically top cpu.

the faster 6700 or 6700k cpu are hot cpu unable to be sufficiently cooled in AIO. Those faster cpu are for desktop tower /SFF pc, not all in one.

Dell video driver is for a broad range of model

it did not say 630 is for 5459

intel 6th gen has 530 graphics supported by this driver

“This package contains the Intel graphics driver for 6th, 7th, 10th, and 11th generation Intel processors. A graphics or video driver is the software that enables communication between the graphics card and the operating system, games, and applications. Put it in a different way, Dell locked the Inspiron 24 5459 with BIOS microcode to support Intel 6th generation processors only.  Therefore, the top performance you can upgrade your system with is i7-6700t.

If you check CPU benchmark of i7-6700t and i7-7700t, not much different performance between those two.
