I want to upgrade the vga on my old dell inspiron 3650.
1. Can it be used without upgrading the PSU?

That card needs a 350W PS and an 8-pin dedicated power connector, so the answer is no -- it can't be used without a PS upgrade.
You need a card that draws 75W or less and does not require a dedicated power tap for the GPU.

May I ask if the GeForce RTX 3050 6GB EX GDDR6 96-bit card will fit in the 3650? This card consumes 70 watts.

Check the physical dimensions and power requirements - if it physically fits, and doesn't require a separate GPU power tap, it should work.
