I am replaced my dell Inspiron 3671 motherboard and it does not power up.

I am replaced my dell Inspiron 3671 motherboard and it does not power up. I reset the passwords and reset the bios and I reset the clock. Is there a order to doing these tasks? I connected the computer to the internet using lan cable. Does the bios communicate with dell to do some type of preparation or downloading. I don't know what is going wrong.
