High System CPU/Power Usage
Inspiron 3668 showing very high System power and CPU usage 15% constantly. I've run Support Assist, checked device manager, and various malware programs, disabled some startup programs - nothing there. I do note a small red dot (top right corner) on the homescreen. I switched monitors and it's still there. I do not have a camera or microphone on this computer and I disabled all those settings.
Symptoms: Slow performance at times, keyboard seems to lag at times, etc
No Events found!

Version of Windows, eg Win 10 22H2 or...?
What screen is your "home screen", Windows desktop or...?
Since you see it in same place on two different monitors, it's probably not just a stuck LCD panel pixel.
Open Task Manager and click Processes tab. Then click top of CPU column to sort processes based on CPU usage. Which process(es) use the most CPU time?
Then do the same for the Memory and Disk columns. What process(es) use most RAM and disk access?
You probably should also run the diagnostics. Reboot and tap F12 when you see the Dell splash screen. When the menu opens, select Diagnostics and run all of them. Be patient, this will take a long time.. When it's done, check the results screen for problems/errors...

What is on the task manager? Which program is using the cpu?

@RoHe I am currently running Windows 10 Version 22H2. My home screen is Windows desktop.
Processes System 15 - 20%, Chrome 3%, Spotify 3% (when using)
Memory - Chrome 518 MB, Spotify 425 MB, Support Assist 300 MB
Disk (2% total) - Chrome, System, Spotify all lest than .2 MB/s
I noted when checking Windows that it has been unsuccessful in installing the latest updates. It notes it will keep on trying. Error Code (0x80070643)
Should I consider a clean install of Windows? I will also run diagnostics.

@Break4L I got notification a new post was made in this thread by Break4L2. Are you using two different user accounts? Either way, the new post isn't visible....
From the notification, I gather that Chrome is using a lot of system resources. Not uncommon for Chrome, especially if you have a lot of add-ons installed in Chrome. You could disable all of them and see if the problems are resolved. If they are, you could re-enable add-ons one at a time to see if you can ID the one causing problems.
Also suggest you immediately run a thorough scan for malware. Free version of Malwarebytes would be a good tool for this.
If none of that helps, suggest you try a different browser to see if this is only a problem with Chrome. If necessary, fully uninstall Chrome and reinstall it. Be sure to back up your bookmarks and address book before uninstalling Chrome.

Have you tried doing a Windows Restart from inside Windows to see if the update(s) will get installed now?
Try running the Windows Update Troubleshooter, and see if that will clear the errors and allow those failed updates to be installed.
In Win 10, go to Settings > Update & Security > Troubleshoot >Additional Troubleshooters > Windows Update. Reboot when it's down and test performance....
