Flashing amber usually means the PS is receiving power, but can't distribute it -- in other words, a bad mainboard.
Unplug the system and hold the power button for a minute or so. Plug it back in and check again. If you still see the same issue, you'll need to consider the cost of repair vs. the value of the system -- you can easily find a replacement system much newer than this one for very little money.

See if it has a blue jumper on the MB to do a BIOS reset.

Where are you seeing the amber light, in the PC's power button or on the motherboard?
Read page 31: "If the power light is blinking amber". Don't change that voltage selector switch while PC is plugged in. Unplug it and then move the selector switch back/forth a few times. Make sure it's set to the correct voltage before plugging PC in again. See if it boots now...
Any of the diagnostic LEDs on (page 37) after replacing the battery?
Can you test a different monitor with this PC, or test this monitor on a different PC?
Does this PC have an add-in video card or only have integrated Intel Graphics? If you have an add-in video card, make sure the monitor is connected there. If it's already connected there, physically remove the add-in card and connect the monitor to the integrated Intel port (may have a removable plastic cap covering it). If you don't physically remove the add-in video card, the integrated Intel port won't work.

I believe there is integrated graphics also even before I placed the new battery and after no diagnostic lights were lighting up I also unplugged the PC and changed the voltage and nothing changed

Is it worth putting any more time/effort/$ into trying to fix such an old PC..?
