DELL inspiron Amber Led Blink 2 3 pattern , no power on

To start:

1. Disconnect power cord from rear of PC
2. Disconnect any peripherals, eg printers, etc
3. Press/hold power button on PC for ~30 sec
4. Reconnect the power cord to rear of PC
5. See if it boots now

If not, run the PSU BIST test following the instructions for a PC with a PSU test button on the back. (See diagram here.)

Assuming it passes the BIST, you may want to replace the motherboard battery:

1. Power off, unplug power cord from rear of PC
2. Press/hold power button for ~15 sec
3. Open case and remove motherboard battery (check Service Manual for instructions)
4. Press/hold power button for ~30 sec
5. Install fresh CR2032 3-volt coin cell battery (~$3)
6. Close up and see if it boots now.

NOTE: Put a clean, soft cloth down before you turn the PC face down to start the process so you don't scratch the LCD panel.

Are you hearing any beeps to go along with the diagnostic lights? I ask because in that model year generally beep codes were used as per the service manual. Also if you pull all the RAM do you get the same blink code or hear any beeps?
