Onboard graphics ports may be disabled when an add-in video card is installed. So remove that card completely and try using the onboard HDMI port again..

Sorry, I don't understand at all...
If the PC's power button lights up when you press it, what color and is it steady or blinking? If blinking, count the blinks which is an error code.
Did you remove that add-in video card and try booting with monitor connected to the onboard Intel Graphics port?
Did you check all connectors to/from the motherboard to make sure something didn't get unplugged when you installed the video card? Re-seat RAM modules in their slots too. The Inspiron 620 Service Manual is here which can guide you while checking connections.

Version of Windows? Dell only supported Win 7 on this PC model but some have managed to run Win 10, using onboard Intel Graphics. Win 7 is no longer supported and still full of security holes so it's probably not safe to go online if you're running Win 7.
WiFi was an optional upgrade on Inspiron 620. Have you checked to see if a WiFi card is installed on the motherboard? If a WiFi card is installed, you may need to load a driver that's compatible with whichever version of Windows you're using, assuming a suitable driver is actually available.
It might be easier just to get a USB>WiFi dongle and plug that into a rear USB port. Make sure the dongle supports your version of Windows and uses a type of WiFi that your router supports, eg 802.11N on 2.4 GHz.

You still haven't told us the version of Windows that's running.
Is the WiFi dongle compatible with your version of Windows? Do you have to load a driver for the WiFi dongle? Where and exactly what error message are you getting?
If there's an ethernet cable plugged into the PC, Windows will always try to use that connection, even if the cable isn't plugged into the router at the other end. So remove the ethernet cable if it's connected...

Be easiest if you hard-wire the PC's ethernet port directly to your router, assuming the router has an ethernet input port.
And if no WiFi card is already installed in the PC, you'll have to choose a USB>WiFi dongle yourself. I have no recommendations, and I don't even know what version of WiFi your router supports.
First, you'll need a USB dongle that's compatible with Win 7 (keeping in mind that Win 7 has serious online security risks).
Next, the dongle has to support whatever version of WiFi your router supports, eg 802.11N on 2.4 GHz.
Then there's your budget. No point spending extra for a dongle that supports 802.11AC or 802.11AX if your router doesn't support those versions of WiFi.
And if you connect a USB>WiFi dongle, be sure to completely disconnect the ethernet cable from rear of the PC.

Open Device Manager and expand list under USB. Open each USB entry and click its Power Management tab, if it has one. Uncheck the box "Allow PC to turn off...". Next, expand list under Network Adapters. If the USB WiFi dongle is listed there, open it and look for a Power Management tab and uncheck that same box.
Now navigate to the Advanced power settings screen in Win 7. On that screen, disable USB Selective Suspend, Hibernation, Hybrid Sleep, and PCI Express Link State Management.
On that same screen, set Processor power management to 100% for both Min and Max. And if listed, set Wireless performance to max. Be sure to save the changes to the power plan and reboot.
