Dell inspiron 3650 fan stays slow when cpu heats up
The cpu reaches 76°c yet the fan spins slow, i put it (the fan) in a different pc and it has the ability to spin much faster. Is there a way to make the fan spin faster to decrease temperatures?

Reboot and tap F12 when you see the Dell splash screen. When the menu opens, select the Diagnostics option and run the fan tests. Copy the error message(s), if any...
EDIT: And what version of BIOS is installed?

How did you test the CPU fan in a different PC? Isn't it attached to the heat sink? Dell OEM fans are typically wired differently than non-Dell fans.
If you removed the CPU fan+heat sink, did you gently clean top of Inspiron 3650's CPU and bottom of heat sink to remove old thermal paste and then apply a thin, fresh coat of new paste, before reassembly?
Which CPU do you have, and what are its rated temp specs?
How are you measuring CPU temps?
Have you tried using some canned air to clean out all the dust bunnies inside the case?
