When a computer that has not been powered up for years, the first thing you want to do is to replace the coin cell battery. Then perform a CMOS reset via jumper and going through BIOS settings to make adjustments to match with hardware configurations.
Refer to service manual and taking precaution while working on your system https://dl.dell.com/manuals/all-products/esuprt_desktop/esuprt_dimension_desktops/dimension-3000_service%20manual_en-us.pdf
If the problem is persisted, it's time for a new system as the machine is too old and can not perform any of today tasks including internet.

You CAN absolutely use the internet on a computer that old, as I am writing this response on a Dimension 3000 right now. These old computers are somewhat slow on the internet, but if you must use it, it can be done. Much to the chagrin of others on this forum.
Replace the button cell battery on the motherboard (CR2032), reset the CMOS with the jumper and go from there. It doesn't take much to get those older computers going again. Using a 20 year old computer may not seem practical, but if it ain't broke, don't fix it. These Dimension computers were built somewhat like tanks. They will run forever.
Try using both a PS/2 keyboard and mouse as well as USB. Both will work with that system. Once you're able to get into the BIOS, load the factory default settings.
