Dell computer desktop
I need with with my computer when i connect the power cable,it is not turning on but when I press the button on the back the green light turns on and the fans spin but it's still not turning on ,I tried dusting it and resetting everything but it's still not turning on , when I touch it ,I feel the Minor shocks but not doing anything, please help me

I would not use this system with its current power supply. If you feel a shock, that is dangerous. Replace the power supply before you do anything else
