If you have a modern Dell Inspiron tower or small desktop (SFF) it most certainly comes with a base line psu that has no 6 pin PCIE power connector for video card. To use a video card that needs a 6 pin, you need to upgrade psu. Say if you have Ins 3910 or 3020 which has a white 8 pin socket on motherboard , users have validated Dell oem 500w psu off label upgrade https://www.dell.com/community/en/conversations/inspiron-desktops/user-validated-500w-dell-oem-psu-for-inspiron-3910/647fa316f4ccf8a8de8d5a28?keyword=500w
If your ins is older which has a 6 pin white socket on motherboard (such as 3880) there is Dell oem 360w psu (XE3) compatible w 6 pin PCIE.
finally if the ins is older 3670 or 3650 then there is Dell oem 365w psu (XE2) that has the 6 pin PCIE
