Cant delete personal info

Inspiron 3647
I tries to reset my inspiron computer. I went to settings / system / recovery and selected full restore from cloud and wipe all personal data. Now it starts and goes to the login screen with my name and asks for my pin but wont accept it as there is no user profile attached. It still logs into my wifi with the password automatically. I want to wipe all my personal info and dispose of this computer. I also rebooted to the bios and looked under security for a switch to wipe all data on reboot but its not there.
Can you help

@RoHe Thanks.
This should work. I used DBAN before but forgot about it. Seems like a pretty hard and drastic way to clear your personal data from a computer. I am somewhat computer literate but there are lots of people out there that aren't and want to upgrade thier computer. What do they do??? Surely there must be an easier way to do this.

This seems like an hard way to do this. Am I the only person that wanted to sell or dispose of an old computer and would just like to wipe their personal data.
Now I have to go to ms and download windows to a usb, change my bios boot sequence, run the install program and hope my data is gone.
I would be happy just to wipe the hard drive and throw away the computer. It is useless now as it wont upgrade to windows 11.

in more modern inspiron bios there is a Dell tool called data wipe. not sure 3647 has it. if you have a more recent Dell Inspiron desktop model you can just hook up the 3547 hdd to it and perform data wipe by turning on the tool in bios. I know 3668 has this tool.

you also use Win 7 dvd from Dell to delete all old partitions on hdd by booting from the dvd and choose custom install (advanced).

You don't have to change the boot sequence in BIOS. Create a bootable USB with Microsoft's Media Creation Tool for Win 10.
Plug that USB into PC with power fully off. Then power on and tap F12 when you see the Dell screen. When F12 menu opens, select option to boot from USB. The Win 10 installer will open and you can select the option to delete everything on the HDD.
Alternatively, you can use DBAN (free) on a bootable USB to wipe the HDD. Step-by-step instructions for using DBAN here. Boot PC with the DBAN USB the same way as I said above for using the Win 10 USB, via the F12 menu.
