Can I upgrade to an i5-11400F?

I want to upgrade to an i5-11400F. 

I currently have a i5-8500 3GB

ejn is spot on. your i5 8500 has LGA 1151 socket.  i5-11400 requires LGA 1200 socket and a whole new motherboard with new chipset.

you may have Inspiron 3470 now

if you want to have 11400 cpu you need to upgrade pc to Inspiron 3891.

Yes, you can upgrade to an i5-11400F, but you'll need a compatible motherboard with an LGA 1200 socket and possibly a BIOS update.

It seems Dell stopped at G5 5000 which supports Intel 10th gen cpu but not 11th gen.  Dell has not designed any successor to Inspiron G5 desktop after this last model but went on to make the small Inspiron 3891 etc.  It is possible that Dell felt the 11th gen cpu market profit margin is too limited to warrant more effort. The newer 12/13/14 gen cpu grabbed Dell’s attention more.
