Always include exact PC model and version of Windows in your posts.

What size PSU is installed in your PC? From what I see, NVidia recommends at least a 300 W PSU for the GTX 1050 Ti card.  Check the specs for the specific brand 1050 Ti you are trying to install. If your PSU is smaller than its recommended PSU size, that could be your problem...

Assuming your PSU is at least 300 W, and you bought a "retail" (non-Dell)1050 Ti card, you may need to disable Secure Boot in BIOS setup.

Remove the 1050 Ti card. Assuming your PC model has onboard Intel Graphics ports, connect the monitor to one of those ports.  Now reboot and tap F2 to open BIOS setup.

Find and disable the Secure Boot setting in setup.  Save the change, exit setup and see if PC automatically boots to your desktop, as it should. Then shut down normally and re-install the 1050 Ti card and see if it boots now.
