750 ti not working in a Inspiron 3670

I have a dell inspirion 3670 and recently I added a nvidia 750ti to the computer but it will not work, and neither will the nvidia app and the nvidia control panel. When plug in to the gpu my display just says no HTML cable found, it still wouldn’t work even when I tried other cables. These 3 only works when the pc is super loud for some reason, could it be because of the psu not being able to draw enough power?

The Inspiron 3670 was shipped with either a 290w or a 365w power supply, which is plenty enough to run a 60w, slot powered card.  Therefore, power is not an issue for your failed video display.

A typical GeForce GTX 750 Ti would have 3 outputs:  2x DVI and 1x mini-HDMI.  Therefore, verify your installation and the cables being used in your setup.

Note that your PC supports newer video cards and may take into consideration for your upgrade as well.

verify your pc integrated video port still works when GTX 750ti is uninstalled.  If pc is very loud, replace cmos battery with a new battery and clear cmos settings via motherboard jumper

Did you connect the monitor to the new video card?

Physically remove the new card. Close up and connect monitor to the onboard Intel HDMI port.  Reboot and tap F2 when you see the Dell screen to open BIOS setup. Is Secure Boot enabled or disabled in BIOS setup? 

If Secure Boot is enabled, disable it. Don't change anything else in BIOS setup, but be sure to save the change, if any, to Secure Boot.  Exit setup and PC will automatically boot to desktop. Shut down normally in Windows.

Re-install new video card. Close case and connect monitor to the new card. See if PC works properly now...
