Dell’s own metal caddy (part number 9T3F1) is compatible with the Inspiron 3030, 3020, and 3910 towers. 

You can find these brackets on eBay, AliExpress, or UKComputerParts, often listed as compatible with Dell Optiplex/Inspiron models.

@anne_droid​ That is helpful. I haven't been able to source the 9T3F1. Would you be able to put a link to an example picture of a compatible bracket - I'm not clear how it can fit into the lugs on the actual desktop.

What about one that will fit a 3.5" internal hard disk?  Seems all I can find are the ones for a 2.5 disk.

A 3.5" drive will not fit in the space designated for the 2.5" drives.  There is space elsewhere on the case to screw in one 3.5" drive; it doesn't require a bracket.
