query regarding rdf group

Hi,
we have created empty rdf group.I am trying to add devices using createpair i am getting error message.
when i try to convert using static rdf it says The RA group number is invalid.
when try dynamic it says Could not find a valid (online and connected) RA director to use for remote call""
but i can see the RA director is online
